Requirements by Operation Type

Private flights within EU/Schengen do not require specific permits. Third-country private flights follow the same 24-hour permit process.

Third-country operators require overflight and landing permits 24 hours in advance. EU/Schengen operators exempt.

Covered by bilateral air service agreements. EU carriers operate freely under EU Regulation 1008/2008.

Remarks:

Remarks:

Required for flights to/from third countries entering Slovenian airspace. EU/Schengen flights exempt. Hazardous materials or armed personnel flights require diplomatic clearance from Ministry of Foreign and European Affairs at least 48 hours in advance.

Submit application to Civil Aviation Agency at least 24 hours before flight. Include aircraft registration, type, purpose of flight, operator details, and full flight plan. For hazmat/armed personnel: request diplomatic clearance 48 hours ahead.

Cabotage

Prohibited for non-EU carriers. EU carriers may operate cabotage under EU Regulation 1008/2008.

General Remarks

Slovenia is an EU and Schengen member state. Slovenia Control provides air navigation services. Flights carrying hazardous materials or armed personnel require separate diplomatic clearance.
