Requirements by Operation Type
Private non-revenue flights generally follow the same notification process. Standard customs/immigration procedures apply.
Third-country carriers must apply to RCAA. Lead time varies by number of flights. Silent approval: deemed granted if no reply 24 hours before flight.
Covered by bilateral air service agreements. EU carriers operate freely under EU Regulation 1008/2008.
Overflight Permit

Permits required for non-scheduled air transport flights by third-country operators with origin/destination in Romanian territory. EU carriers exempt for intra-EU operations under Regulation 1008/2008. Deemed approved if no reply 24 hours before flight.
Submit notification to RCAA including flight schedule, amendments, and aircraft details. 2 working days lead time for up to 3 flights; 7 working days for 4+ flights. Changes must be notified at least 2 days before the change date.
Landing Permit

Required for non-EU carriers performing non-scheduled air services to/from Romania. EU carriers exempt but must still notify RCAA. Deemed approved if no RCAA reply 24 hours before flight date.
Submit notification/application to RCAA including flight schedule, aircraft details, and changes. EU carrier notifications under Regulation 1008/2008 do not need prior authorization. Include AOC, insurance, EASA TCO authorization for non-EU carriers.
Cabotage
Prohibited for non-EU carriers. EU carriers may operate cabotage under EU Regulation 1008/2008.
General Remarks
Romania is an EU member state and joined the Schengen air border in March 2024. ROMATSA provides air navigation services. Deemed approval mechanism: if no RCAA reply 24 hours before flight, authorization is considered granted.
