Requirements by Operation Type

Private flights require landing notification to DMO. No specific permit needed for standard airworthiness aircraft. Standard Schengen entry procedures apply.

Notification required for all landing flights. Third-country non-scheduled operators must hold EASA TCO authorization for commercial operations.

Covered by bilateral air service agreements. EU carriers operate freely under EU Regulation 1008/2008.

Remarks:

No overflight permit required for aircraft from Chicago Convention states or EU/EASA members with valid airworthiness certificates. Aircraft with non-standard Airworthiness Certificate or Permit to Fly require permission 72 hours before flight.

Landing Permit

Remarks:

All flights landing in Malta must notify the DMO with operator info, flight number, aircraft type/registration, origin/destination, nature of flight, and arrival/departure times. Non-standard Airworthiness Certificate holders need formal clearance 72 hours ahead.

Application Process:

Submit landing notification to DMO with complete flight and operator details. For non-standard airworthiness: apply at least 72 hours before flight. All aircraft must comply with ICAO Annex 16 Chapter 3 / Stage 3 noise standards.

Cabotage

Prohibited for non-EU carriers. EU carriers may operate cabotage under EU Regulation 1008/2008.

General Remarks

Malta is an EU and Schengen member state. Transport Malta Civil Aviation Directorate handles all aviation matters. ICAO Annex 16 Chapter 3 noise compliance mandatory for all aircraft.
