Requirements by Operation Type

Private flights require permits with standard 48-hour lead time. Israeli restrictions apply.

Non-scheduled commercial flights landing for non-commercial purposes, charter operations, and air travel club operations all require prior permission.

Scheduled services operate under bilateral agreements. Standard flight plan filing required.

Overflight Permit

  • Required: Conditional
  • Authority: Directorate General of Civil Aviation (DGCA)
  • Lead Time: Minimum 48 hours; may be reduced to 12 hours in exceptionally urgent cases
  • Validity: +48 hours from initial requested schedule
  • Fees: No CAA processing fees for overflight permits; route navigation charges apply
Remarks:

Aircraft registered in Israel and any aircraft destined for or departing from Israel are prohibited from flying into or over Lebanese territory. Non-scheduled flights require prior permission.

Application Process:

Submit application to DGCA at least 48 hours before departure. Provide Certificate of Airworthiness, Insurance Certificate, Noise Certificate, and Registration Certificate. File flight plan prior to entry into Lebanese airspace.

Landing Permit

  • Lead Time: Minimum 48 hours for non-scheduled operators; 12 hours for urgent cases
  • Validity: +48 hours from initial requested schedule
  • Fees: Landing and parking fees apply; no CAA processing fees
Remarks:

Non-scheduled commercial flights, charter operations, and air travel club operations require prior permission. Flight plan must be on file with DGCA before entry into Lebanese airspace.

Application Process:

Submit to DGCA Beirut International Airport with aircraft documentation, crew details, passenger manifest, and flight schedule at least 48 hours before departure.

Cabotage

Not permitted for foreign operators

Aircraft registered in Israel and any aircraft destined for or departing from Israel are strictly prohibited from Lebanese airspace. Beirut FIR may have active NOTAMs due to regional security. Current conflict status should be checked before operations.
